These operational guidelines were developed in response to emerging evidence on the determinants of children’s resilience, learnings from the evaluation of existing approaches, and the unique challenges that today’s crises pose for children’s safety, well-being, and optimal development.

They are meant to help agencies working with children to support and promote safe, nurturing environments for children’s recovery, psychosocial well-being, and protection, and provides a framework that emphasizes engaging actors at all levels (children, caregivers, families and community service providers) to design and implement MHPSS strategies that are locally relevant, comprehensive and sustainable.
