[Series] Ask the Policy Expert: Cinthia Lociks de Araújo on Strengthening information systems and research, Brazil [in Spanish]

This is the 4th instalment in our webinar series exploring the objectives of the WHO Mental Health Action Plan. The focus of this session is Objective 4: Strengthen information systems, evidence, and research for mental health.

Speaker: Cinthia Lociks de Araújo, Mental Health Department, Ministry of Health, Brazil. Her presentation discusses the main sources of mental health data in Brazil, both information systems and more recent evaluative research. Data collection processes and monitoring indicators are contextualized in relation to Brazilian health system and mental health care model characteristics. She also points out the main challenges and approaches to improve the monitoring and evaluation processes in Brazil in order to promote an evidence-based mental health policy.

Ponente: Cinthia Lociks de Araújo, Departamento de Salud Mental, Ministerio de Salud, Brazil. Su presentación discute las principales fuentes de datos sobre salud mental en Brasil, desde los sistemas de información hasta las investigaciónes evaluativas más recientes. Los procesos de recopilación de datos e monitoreo de indicadores son contextualizados en relación con el sistema de salud brasileño y las características del modelo de atención de salud mental. Además son presentados los principales retos y estrategias para mejorar los procesos de monitoreo y evaluación de la salud mental en Brazil con el fin de promover una política basada en evidencias.

About the Speakers/Sobre las Ponentes
Dévora Kestel is a senior mental health policy specialist at the Pan American Health Organization/World Health Organization (PAHO/WHO) with more than 25 years of international experience in Europe, the Caribbean and Latin America, implementing and advising governments on national policies related to mental health systems. In 2015 she was appointed to the position of Unit Chief for Mental Health and Substance Use at PAHO/WHO. She is a strong advocate for the rights of people with mental health issues.
Dr. Cinthia Lociks de Araújo is a Specialist in Public Policies and Government Management, working with monitoring and evaluation (M&E) processes at the Ministry of Health of Brazil since 2000. She is a medical doctor (Puccamp-SP-BR) with specialization in Social and Preventive Medicine (Unicamp-SP), master's degree in health systems management (UFBA-BA) and health sciences (UNB-DF). She was a Humphrey Program fellow from 2012 to 2013, with post-graduate training in Monitoring and Evaluation (Tulane University - LA - USA) and professional affiliation at PAHO (Washington-DC-USA). Since 2013 she is responsible for M&E activities and international partnerships in the Coordination of Mental Health, Alcohol and other Drugs of the Ministry of Health. Besides answering to international information demands, she coordinates the proposal of WHO-QualityRights deployment in Brazil.
Dr.ª Cinthia Lociks de Araújo es una Especialista en Políticas Públicas y Gestión de Gobierno y trabaja con los procesos de monitoreo y evaluación (M&E) en el Ministerio de Salud de Brasil desde 2000. Es licenciada en Medicina (Puccamp-SP-BR), con especialización en Medicina Preventiva y Social (Unicamp-SP-BR), títulos de maestría en administración de sistemas de salud (UFBA-BA-BR) y ciencias de la salud (UNB-DF-BR), formación de post-grado en Monitoreo y Evaluación (Universidad de Tulane - LA - EE.UU.) y afiliación profesional en la OPS en Washington (DC-EE.UU.) por el Programa de Becas Humphrey (2012-2013). Desde 2013 es responsable por las actividades de monitoreo y evaluación y cooperación internacional en la Coordinación de Salud Mental, Alcohol y otras Drogas del Ministerio de Salud. Además de responder a las demandas internacionales de información, coordina la propuesta de implementación de OMS-QualityRights en Brasil.
About the "Ask the Policy Expert" webinar series
WHO’s comprehensive mental health action plan 2013-2020 was adopted by the 66th World Health Assembly. The four major objectives of the action plan are to:
- Strengthen effective leadership and governance for mental health
- Provide comprehensive, integrated and responsive mental health and social care services in community-based settings
- Implement strategies for promotion and prevention in mental health
- Strengthen information systems, evidence and research for mental health
Each "Ask the expert" webinar in the series will focus on country level implementation of one of the mental health action plan objectives. Through this series, we aim to learn more about the approaches used by policy makers to implement mental health programs and how policy makers are aiming to achieve the action plan targets.
